September 24, 2015 at 03:31AM Meet Oscar and Emmy. These two extremely malnourished pups were found by the Chicago Police Department in an abandoned building a few weeks back. The CPD knew that these dogs needed to be rushed to the emergency room immediately, so they reached out to the Trio Animal Foundation.
